North Carolina Behavioral Health HIE Mandate
NC Behavioral Health Providers should not delay getting connected to North Carolina’s health information exchange.
Starting on February 1, 2018, all Medicaid providers in North Carolina must be connected and transmitting data to the state’s health information exchange (HIE) to continue receiving payments from Medicaid. Is your behavioral health operation prepared to meet the deadline?
In 2015, the General Assembly of North Carolina mandated the establishment of the Health Information Exchange Authority (NC HIEA) to manage the HIE Network, which is now called NC HealthConnex. Although, according to the law, Medicaid providers must be connected and submitting data to NC HealthConnex by February 1, all other entities that receive state funds for providing health services must be connected by June 1, 2018.

An HIE is a secure network for sharing health information among authorized care providers. To meet the requirements of “connected,” your clinical and demographic data related to Medicaid-funded services and other state-funded care will need to be transmitted to NC HealthConnex at least twice a day. You can easily do this using an HIE-compliant electronic health record (EHR) system.
Your first step to getting connected is to review and sign the 51-page participation agreement. After that, you must:

- Identify three contacts within your practice who will work with the NC HIEA to complete the connection

Behavioral health providers in states other than North Carolina may not currently require participation in an HIE. However, because the goal of the mandate is to “achieve greater healthcare outcomes for patients and create efficiencies in state-funded healthcare programs,” your state may eventually follow suit.
